The requirement for a trade licence depends on where you wish your business to be located. Without a trade licence, businesses can operate in "Free zones", for example, the Dubai Airport Free Zone and Dubai Silicon Oasis. If you wish to locate your business in a "No Free Zone" however, you will be required to apply for a trade licence if you do not already have one.

There are three types of licence issued by the Dubai Economic Department:

  • Professional licences which primarily cover businesses in the service sector
  • Commercial licences which cover all trading activities
  • Industrial licences which include manufacturing companies.
  • Trading licences are issued by the Dubai Economic Department, but you may require further approval from relevant authorities or ministries. For example, financial companies should seek approval from the Central Bank of the UAE. In general, commercial companies in Dubai should be registered with the Dubai Chamber of Commerce and Industry.
